They are the same sign, it depends on the context. I have seen winter done the same way, only initialized with "W"'s in the Christmas song "The First Noel" because the lyrics say "on a cold winter's night that was so deep." Since cold and winter follow each other, the interpreter signed "cold, then cold w's, night"

Generally speaking, wearing eyeliner on your bottom lids makes them appear smaller and more closed, so maybe you should try just putting it on your top lid for variation, this makes your eyes appear more awake and more defined. Maybe a dark navy would compliment you color, or try charcoal, also a deep purple might look fairly nice.
It can grow to any length and still look like. I've seen girls with hair to their waists and it looks healthy. You just have to take goo care of your hair, don't use too much heat, don't use too much products, condition it really good, cut the ends every now and then.
