It depends on the base…in Korea on the AF base retreat was at 1700 sharp (the end of the traditional work day)…and Taps at 2200.
Some bases do not lower the flag at the end of the day, they have proper lighting and all weather flags and, therefroe, do not play retreat.
In basic training it was at…1700 (I think) but Taps was definitely at 2200.
Just remember that as soon as that first note of To the Colors plays stop what you are doing and face in the direction of the flag.
